Notice is hereby given that the Alabama Department of Environmental Management (ADEM) is extending the Public Comment Period and will hold a Public Hearing on Tuesday, January 23, 2024, at 6:00 P.M., at the Oxford Civic Center located at 401 McCullars Lane, Oxford, AL 36203, concerning the proposed issuance of Air Permits and proposed issuance of a National Pollutant Discharge Elimination System (NPDES) Permit to Pillar Materials, LLC, for the proposed limestone quarry to be located at 226 Cheaha State Park Drive, Anniston, AL 36207.
Directions for the site entrance from I-20 near Oxford:
Take exit 191 at US Hwy 431. Head south on Hwy 431 for ~ 0.5 mi. to a gated drive on the right.

Pillar Materials, LLC, has applied for the issuance of Air Permits, Air Permit Numbers 305-0008-X001 and X002 that would authorize the construction and operation of limestone crushing, screening, and conveying circuits. Emissions would be minimized by wet suppression. The Department has determined that the equipment/operations proposed by the company should be able to meet State and federal air pollution control requirements.
Pillar Materials, LLC, has also applied for issuance of a National Pollutant Discharge Elimination System (NPDES) Permit, NPDES Permit Number AL0084482, that limit discharges from a crushed stone quarry, wet preparation, transportation and storage, and associated areas discharging to Choccolocco Creek and Jackson Creek, classified as Public Water Supply and Fish and Wildlife, in the Coosa River Basin.

The purpose of the public hearing will be for interested parties to make oral and written comments into the public hearing record. Those wishing to make oral comments at the public hearing are also encouraged to submit those comments in writing. In order to affect final decisions, comments must offer technically substantial information that is applicable to the proposed applications. All comments must address the conditions of the proposed permits; the Department’s adherence to the applicable environmental laws, rules, and regulations in development of the proposed permits; or issues that have an impact on the applicant’s ability to meet applicable environmental laws, rules, and regulations to affect the final permit decision.
Copies of the complete project file are available for public inspection Monday through Friday (except legal holidays), 8:00 A.M. to 5:00 P.M., at the ADEM Main Office at the address listed below. For convenience, documents that exist in electronic format may be accessed in the Department's document management system, eFile. After consideration of all written comments, review of any public hearing record, and consideration of the requirements of the Alabama Air Pollution Control Act, the Federal Clean Air Act, the Alabama Water Pollution Control Act, the Federal Water Pollution Control Act, and applicable regulations, the Department will make a final determination. The Department will develop a response to comments, which will become part of the public record and will be posted to the Department’s eFile. system. To find the response to comments and final permit determination, you may search by the air facility number or water permit number shown above.
